Apologize, lawmakers tell Japan
By Romie A. Evangelista and Michael CaberTHE House foreign affairs committee yesterday approved a resolution demanding that the Japanese government issue an apology and accept responsibility for the fate of Filipino comfort women during World War II.
Resolution 124 was filed by Reps. Liza Maza and Luzviminda Ilagan (Gabriela), Satur Ocampo and Teodoro Casiño (Bayan Muna), Crispin Beltran (Anakpawis) and Eduardo Zialcita (Parañaque City).
Foreign affairs committee chairman Rep. Antonio Cuenco said he would move to have the resolution approved in the House plenary today (Wednesday) before the chamber goes on recess for the Lenten season.
Under HR 124, the lawmakers called on the Japanese government to provide the Filipino “comfort women” appropriate compensation for being victims of sexual slavery.
The House resolution was based on another resolution submitted to the US House of Representatives which said that “[Japan should] formally acknowledge, apologize and accept historical responsibility in clear and unequivocal manner over its armed forces coercion of young women into sexual slavery during the colonial and wartime occupation of Asia.”
In Japan, a similar resolution was approved at the House of Councilors asking the Japanese government to take steps to bring back the dignity of the Filipino comfort women who were victims of sexual slavery by the Japanese Imperial Army during their occupation of the Philippines during World War II.
Maza and Ilagan thanked Cuenco’s panel for immediately taking steps to approve the House resolution. “The victims are not getting any younger. Many of them have already died in the quest for justice. We hope that the resolution’s approval will be fast-tracked in the plenary this week, before Congress goes into recess.”

フィリピン下院外交委員会は、昨日日本政府に対しフィリピン人慰安婦への謝罪と責任を求める決議案を採択した。
決議124 はLiza Maza、Luzviminda Ilagan、Satur Ocampo、Teodoro Casiño、Crispin Beltran 、Eduardo Zialcitaによって提案された。
外交委員会議長Antonio Cuenco は、四旬節の休暇のために議会が休会するまえの本日(水曜)に下院を通過するように行動すると発言した。
決議124では、性奴隷の犠牲となったフィリピン人慰安婦に対し、日本政府が適切な賠償をすることを求めた。
この下院決議案は、米下院における以下の決議を踏まえている。「(日本は)アジアにおける戦時植民地支配下において、若い女性をその軍が性奴隷として強制したことを正式に認識し、謝罪し、歴史的責任を明確に認めること」
日本でも参議院において、第二次大戦中日本によるフィリピン占領下で帝国軍によって性奴隷とさせられたフィリピン人慰安婦の名誉を回復するよう政府に求めた決議案が採択された。
MazaとIlaganは外交委員会が下院決議採択に向けて素早く行動したことに感謝した。「被害者は高齢化している。多くの人が正義を求める過程で亡くなられた。議会が休暇に入る前、今週の会期でこの決議が早期に採択されることを期待する。」
